Stephanie De-Ann Marshall passed on October 11, 2025 in the care of Hospice at Village Manor in Abilene.
Mrs. Marshall was born Stephanie De-Ann Cossel November 10, 1949 to Kenneth Everett Cossel and Virginia Lea Smith Cossel in Spokane Washington.
On June 30, 1967, she was wed to William Ira Marshall Sr. To this union were three children, Robin Dee (Gary) Williams of Wichita, KS, Buffy Jo-El (Chris) Dugan of Wichita, KS, and William I. Marshall, Jr (Kelly Skinner) of Olathe, KS.
Dee attended Concordia public schools. She received a Bachelor of Science from Marymount College in 1988 and a Master of Business Administration from Kansas Wesleyan University in 1997. In 1999, Dee earned Certified Public Manager.
Dee was employed by The Kansas Department of Corrections as head accountant for the Ellsworth Correctional Facility in Ellsworth, Kansas, and as Business Administrator for the Topeka and Hutchinson Correctional Facilities. She also served as adjunct faculty for Benedictine College, Kansas Wesleyan University and Kansas State University of Salina teaching computer sciences, accounting, and linear statistics. She was a past president of Phi Beta Lambda of Marymount College.
Dee was a long-time Abilene resident and active in the community. She was a member of St. Andrew's Catholic Church and served on the Pastoral Parish Council and the Finance Council. She was a member of The American Correctional Association, The Kansas Correctional Association and The Daughters of the American Revolution (DAR) where she served as State Treasurer and State Auditor, National Appointment as State Chair of Master Reports, Kansas Society DAR, Vice Chair of Auditing and Vice Chair America 250! Patriot Express, National Society of the DAR. She served in many offices for the Abilene Chapter DAR to include Regent, Vice Regent, Registrar and Treasurer. She served as the president of the Board of Directors for Great Plains Theatre, on the Abilene City Commission from 2015-2023 and was Abilene Mayor from 2016-2017 and in 2021.
She was preceded in death by her mother, father, step father (Jim Allen), brothers Ron and K. Wayne (Butch), brothers-in-law Gary Ashland and Chuck Eis and nieces Geri Eis and Victoria Ashland.
Dee is survived by her husband of the home, three children, 11 grandchildren, 8 great-grandchildren, two sisters, Kathy Ashland of Concordia, Kennda Eis of Milwaukee, WI, two brothers, Wallace (Pat) Cossel of Sheridan, WY, Terry (Karen) Cossel of Beatrice, NE.and numerous other relatives.
Dee was always busy. If she did not have work, she found it. She enjoyed working in the house, garden and even enjoyed weeding. She also enjoyed sewing, reading, crossword puzzles and etching glass. Because she often needed muscle and logistics, she required Bill's help whether he liked it or not. A project for DAR spawned a newfound and much-loved hobby of headstone restoration. She and Bill traveled across Kansas and Missouri restoring family headstones; cleaning and resetting the stones where needed. They even had broken stones repaired by professionals when the work was beyond their capabilities.
Visitation will be held Sunday, October 19th at the St Andrews Catholic Church from 3pm-4:30pm followed by the rosary.
Funeral services are Monday, October 20 at 10am at the St Andrews Catholic Church,
Abilene, KS followed by graveside services at St Joseph's Cemetery. Immediately following, family and friends are invited to celebrate Dee's life at a lunch at the St Andrew's Parish Center.
