I did not know Mr Dugan. I was the second person at the scene of this terrible accident and knew of the serious nature of it. I was not able to do much other than pray for him. My sympathies to his family and friends.

Only knew Ray got about 3 years after the Army moved me up here. I will never forget his huge heart and the first big snow we had and I came out to Ray snow blowing my driveway so my wife could get to work. Thank you for your service and you will be missed.
